Applies to
Ships of 500 GT and above flying the flag of a party state.
Requires
IHM Part I during operation — kept current throughout the vessel’s operational life.
Prior to recycling: Part II and Part III required.

Regulation (EU) No 1257/2013
EU Ship Recycling Regulation (EU SRR)
Applies to
EU-flagged ships and all ships calling at EU ports of 500 GT and above. IHM must be certified by flag state or classification society. Ship recycling only at authorised facilities — non-compliant vessels may be detained.

MEPC.379(80) / MEPC.405(83)
IHM Guidelines (IMO)
Defines the
Technical standard for IHM Development and Maintenance for all ships subject to HKC or EU SRR. MD and SDoC required from every relevant supplier. Threshold values defined for 14+ hazardous materials.

2009
HKC Adopted
Hong Kong Convention adopted at the Diplomatic Conference on Safe and Environmentally Sound Ship Recycling. Starting point of a 16-year journey to global enforcement.
2013
EU SRR Adopted
EU Ship Recycling Regulation (No 1257/2013) adopted. IHM becomes mandatory for EU-flagged ships anywhere and all ships regardless of flag calling at European ports.
2021
EU SRR In Force
EU SRR fully in force for EU-flagged vessels. IHM compliance verifiable at all EU ports by port state control.
2024
PSC Enforcement Begins
Paris MOU adds IHM to port state control inspection checklist. Active deficiency notices issued at Dutch, German, Belgian and French ports.
2025
In force globally
HKC Global Enforcement
Hong Kong Convention enters into force. IHM Maintenance becomes a continuous legal obligation for all vessels of 500 GT and above worldwide — flag state, class and PSC enforcement active. Further national legislation begins to apply, e.g. UAE Ship Recycling Regulation.
Now
Ongoing Obligation
Every relevant purchase triggers a documentation requirement. No IHM means no class certificate renewal, risk of detention, no trade, no sale. PSC deficiency notices escalating into 2026.
